Provide pre- and post-zEDC byte counts in SMF Type 23 records

<p>Copied from old SHARE Requirements system SSMVSE14006: Voting Priority=2.4.</p><br /><p> </p><br /><p> </p><br /><p> </p><br /><p>Installations would like to understand the benefits of zEDC. The RMF PCIE report shows compression ratios, but they are for ALL zEDC users - it is not possible to see how much benefit SMF is getting vs zlib vs BSAM/QSAM. We would like SMF to provide a count of the number of bytes sent to a log stream BEFORE they were compressed, and AFTER they were compressed.
