End user must be able to handle custom secureboot keys on s390x

On all securebootable platforms end user can
- wipe secureboot keys
- provision own secureboot keys
- reset to stock secureboot keys

And boot bootloader / kernel is only signed by keys that end user controls.

This has many properties of securing systems, even if one signs stock distro provided kernels.
As one may sign only specific revisions of kernels and prevent signed kexec calls to CVE vulnerable older distro kernels.
Or if one needs a (custom) optimized kernel that shall be secure booted.
