RCL service window reduction

In the near past, before we used RCL, the IBM SSR came on site and performed the MCL load in the datacenter. The service window was calculated on around 4hrs for one servers, both the HMCs and SEs were done in the same window. With RCL this is no longer possible, as seperate RCLs need to be requested for both the HMCs and SEs. This doubles the servicewindow for one server from 4hrs to 8hrs. In current environments where the service windows keep on reducing, this becomes difficult to maintain.

It would be more logical to be able to request a RCL for both the HMCs/SEs for one physical server at the same time, in the same RCL, in the same service window.

    We have made several changes in RCL to reduce the service window, such as:
    - As of D51, targeting one HMC on an HMA will automatically do the 2nd HMC of the pair and does not require a separate targeting
    - Currently you can target 2 SEs on 2 separate CPCs during the same service window

    We will continue to evaluate RCL and make further enhancements with time

    With HMAs as our strategic direction there is currently no plan to allow scheduling of HMC and SE at the same time.
