The UDP protocol is potentially unreliable during heavy network load and as such syslog traffic using the UDP protocol is susceptible to messages being lost. Every network device, be it router, switch, or server, will drop UDP packets if congestion reaches a high enough level. The goal for zSeries system information being forwarded to remote syslog servers is to not be dropped in the network before reaching the remote syslog server. The TCP protocol inherently provides more reliability and this is why it, optionally with TLS, is the only protocol supported.
