Redesign the PR/SM to manage the IBM Spyre AI Accelerators resources and enabling the z/VM and KVM to access these AI Accelerators resourses accordingvto the PR/SM

This idea is very important in IBM Z17 and Linux ONE Emperor5, to use the AI acceleratotors resources for virtual machines and/or Containerized AI workliads  by z/VM and KVM. This will enable Thousands and may be Millions of Openshift AI containers  based on linux CoreOS to access the Spyre AI Accelerators, and enabling the watsonx.ai ( watsonx.ai is on top of  Openshift AI) Thousandsor Millions of   Containerized RAGs, Knowledge Graphs, Small Language Models, Tiny Time Series models for Real Time applications and  cost effective. This idea will enable the AI driven Cybersecurity for devices, Manging IoT devices, managing network devices,   remote callibration for Laboratory equipment, Robots, Healthcare devices, and other mission critical applications.
