Add link encryption capabilitys to coupling express adapters

As of today, coupling express (LR and SR) adapters are not capable of link encryption functionality. The sysplex functionality of logically encrypting CF structures like LIST and CACHE structures is good but does not cover the need to have "everything, that leaves the machine" to be encrypted.

I'm aware, that structure types like LOCK structures do not necessarily contain sensible customer data. Nevertheless with IBM Z systems, an "Encrypt everything" approach should be mandatory. If someone (i.E. a regulator) asks if every information that leaves the machine is encrypted, the answer is currently "NO". We should change that to "YES, of course".

The Idea is to add link level encryption capabilitys to Coupling Express Adapters (of every type) as well as every other link type that is currently not encrypted. This should also be a default for future link types.

    Amazing! I assumed this had been working for a long time (perversive encryption) :-)
