Dedicated (primary) and shared (secondary) group capping

As a MFaaS provider, we have had clients request a dedicated baseline of CPU capacity with the option of expanding beyond that baseline capacity as required and available.  For example, a client may require 150 MSUs of GP capacity available at all times, but have the ability to exceed that capacity by, say, 30 MSUs on an as-needed and as-available basis.  I'm envisioning a primary group capping and a secondary group capping.   We would provision sufficient capacity for all our clients' primary group capacity, and a shared pool of "excess" capacity from which their secondary capacity would be allocated.

CPM (Capacity Provisioning Manager) is a tool that already provides this functionality. You can check more details under the "z/OS MVS Capacity Provisioning User's Guide" Page. 37 (Processing Defined Capacity and Group Capacity). If you need clarification around CPM as a product, the development team is always open to collaborate!
