MCL Accept Remains Available Even After Being Actioned on SE but not on HMC

After performing an Accept for currently installed MCLs, via a HMC, the option is then greyed out on the panel which indicates that there are no further mcls to accept.

However, if you do the same Accept on a processor the option remains available to select even though all MCLs have all been accepted.

Should both options be the same or is this correct? It would seem most likely that the HMC action is correct that if there are no MCLs to accept that the option is not selectable.

This happens under the Change Console Internal Code (HMC) and Change Internal Code (Processors)
