Update for allowing duplicate named request for Dual Control HMA z17 code

While doing some evaluations of IBM HMA dual control z17 features we ran across a situation where we could not use the same name for a request if that name was currently in progress, or completed.  We realize we could once it was deleted but we are desiring to keep a history of the requests.  Often times there might be a situation where same request name like LOAD SYSTEM is done a couple times within a window if we need to back off of an update or something was done incorrectly.  Ideally it would be nice to allow same names to be used if the request has been completed
