Allow the use of JCL variables in relational testing

I want to set up JCL which can be used in a TEST situation or a LIVE situation, in situations where the naming standards do not enable simple HLQ changes. 

I wanted to set something like the following.

//     SET ENV=TEST
//*   SET ENV=LIVE
//    IF &ENV = LIVE THEN
//         SET TARGET=LIVE.DATASET.TO UPDATE1             There will be many such SET statements for LIVE datasets of varying formats
//         SET TARGET=LIVE.DATASET.TO UPDATE2
//    ELSE
//         SET TARGET=TEST.DATASET.TO.UPDATE1             There will be many such SET statements for TEST datasets of varying formats
//         SET TARGET=TEST.DATASET.TO.UPDATE2
//    ENDIF

By using a construct like above I can switch between TEST and LIVE by changing a single statement.

Relational test does not currently allow this construct.
