SMF record full day validation with DATE and DUMP option

Currently the IBM recommended way to verify SMF signatures is to use RELATIVEDATE and ARCHIVE which is not the perfect solution for all situations.

We need the same support as introduced with OA57046 as well for DATE and DUMP options. This because in our production environment it can happen that a daily scheduled job to dump the SMF records may fail, it will then be restarted later (which can be another day) and then it would require a manual JCL update to update the relative date parameter, which is cumbersome and error prone. Additionally, changing this parameter in a productive JCL is not always easy. Using the DATE parameter allows to restart the Job even one or two days later without the need to change the JCL.
Besides that, when having other processes using SMF data in the logstream, the ARCHIVE option is not feasible as it removes the dumped records from the logstream making the records unavailable for other process.
Because of those two reasons it would be beneficial to be able to validate a full day with START(000) END(2400) using DATE and DUMP options.

Currently the only option to achieve the above with DATE and DUMP is to dump the full date before and after the day which needs to be validated. This results in a waste of resources as I have to dump 72h worth of data to validate then only the 24h in the middle.
