Change authorization to the LISTDSD and RLIST commands and remove access from ID without any privileges.

The current access to the LISTDSD/RLIST commands allow TSO users to build an access list of all dataset and resource it has access to. This allow the ID to explore any mistake in RACF rule and build attack vectors without logging. 

remove the following ID from access: 

  • You are on the profile's access list with at least READ authority. (If your level of authority is NONE, the data set is not listed.)
  • Your current connect group (or, if list-of-groups checking is active, any group to which you are connected) is in the access list and has at least READ authority.
  • The universal access authority is at least READ.
  • You have at least READ access for the profile name from the global access table (if this table contains an entry for the profile).

The goal is to allow IDs with PRIVILEGES (SPECIAL, group SPECIAL, ROAUDIT, AUDIT, OPERATIONS, owners) access to LISTDSD/RLIST. Non-privileged user should not have access to RACF rules.

    This is a security issue and the fix should not be an add on charged product. RACF, as it is shipped, should not allow an unauthorized user to see all the access rule that user has access to.

    This item is unlikely to be placed into the product plan, as it is already covered by IBM zSecure Command Verifier through profiles of the form
