Avoid GDPS control LPARs as MSGROLE and GRS CNS

In a GDPS environment, it is not recommended to have the GDPS control system LPARs as Sysplex MSGROLE and GRS CNS system. 

The assignment happens automatically when the system being shutdown is the one with the roles, but the GDPS control systems LPARs are not supposed to be Sysplex MSGROLE and GRS CNS systems. There are GDPS Health Checkers in exception when this happens, but nothing is done automatically to prevent this from happening. 

This idea is to have a mechanism implemented that will not allow MSGROLE and GRS CNS to be transfered to a GDPS control system.
