more flexible data selection in JOBS REST API

current /restjobs/jobs API :

supports status=active, but not status=output or status=input -- make this a full choice of available status

returns up to 1000 jobs (without exec-data) but provides no way to access any remaining jobs, only to make a different filtered selection -- provide totals of jobcount by status when API is called, allow requester to request up to max available

returns up to 100 jobs with exec-data - why? to automate spool-space optimisation, application needs to know the age attributes of jobs, not just the name/owner

    We also should be able to select type = "STC" or type = "TSU",
    when status = active and owner = "*".
    Also the "class" could be (like type) useful as a filter
