For virtual concurrent copy try another WSDS in case of a conflict instead of fallback to concurrent copy

After virtual concurrent copy a withdraw is not instantly performed. In case of a lot of virtual concurrent activity, there's a change that the same target storage gets selected as that used for a previous virtual concurrent copy, but for which withdraw was note done yet. In that case the new virtual concurrent copy issues ADR887I DIAGNOSTIC INFORMATION: 00001E19-08040FAE and, in our case, bypasses from virtual concurrent copy to concurrent copy.

An alternative bypass could be to try selecting other target storage and continu with virtual concurrent copy.

We switched from concurrent copy to virtual concurrent copy because concurrent copy involves a risk in case of (planned) hyperswap. So we want to avoid concurrent copy as much as possible.
