New informational messages with options of being enabled/disabled

Based on a previous customer request for enhancement:

Extending the generated CPM informational messages, and allowing them to be dynamically switchable in a similar fashion as via the “Planner.ExplanatoryActivationMessage” parm, and the CPO4444I messages, that it issues. These messages explain the reason(s) why CPM is recommending a CPC upgrade, and contain very useful information. This parm utility was discovered post  applying UJ07456, which required bringing the CPM code level up to 21323 - thus pulling previous PTF's as well.

The request is to have a whole set of messages of type:

 “CPM would have liked to do <this>, but couldn’t because of <that>”.

 

At present, it partially does this for some resources e.g.

CPO3968I Defined capacity policy limit is reached for LPAR <LPAR name> of CPC <CPC name> with system <system name> in sysplex <sysplex
name>. Blocking policy limit is <value> MSU

CPO3969I Group capacity policy limit is reached for group <group name> of CPC <CPC name>. Blocking policy limit is <value> MSU

 

Even these Defined Capacity (DC) messages only list some limiting factor within the CPM Policy itself. Ideally:

  1. The “<this>” resources should cover all that CPM can control i.e. PP’s, LP’s, DC(Lpar) & DC(Group)
  2. The “<that>” reasons should cover all the reasons why an action wasn’t taken, whether due to some limit within the CPM Policy, or some other reason (e.g. limits set in the Lpar Profile)
