allow provide separate TTLSGroupAction for each rule while generating TLS policy using Network Configuration Assistant

Automatically generate unique TTLSGroupActionRef values per AT-TLS rule.
Or allow users to enable this behavior via a configuration toggle or policy setting.
This option would:
Improve diagnostic granularity in NETSTAT TTLS and related tooling.
Support clearer separation of application-specific TLS behavior.
In complex z/OS environments, AT-TLS policies often serve diverse workloads with distinct security requirements. Automating GroupAction separation would streamline policy creation, reduce human error, and enhance maintainability. It aligns with best practices for modular and auditable security policy design.
