Allow customer control of ssh host keys in the SSH CLI container

When configured with LDAP (“ZCX_SSHD_LDAP_ENABLE TRUE”) the SSH CLI container is generating new host keys every restart, this prevents using ssh key authentication and host verification, the latter is a security issue as the identity of the host can’t be verified.

 Similar in intent to [ZOSCP-I-1] (Allow user to update config of SSH CLI container for security-related control), please allow greater control over the host keys in the ibm_zcx_zos_ssh_cli container, particularly when LDAP is enabled.

    The  current  state of this issue  in the docker cli is super inconvenient.   please push this one through.
