zOS Health Check - Root and Altroot in synch?

Add a new Health Check or extend an existing one that compares the root and altroot filesystem if they are in synch.

    It does not verify ACLs. It just checks for the existence of the files & directories etc. Also, this health check will be made available on earlier releases next year.

    A new health check was added to z/OS 3.2 called USS_ENVIRONMENT. As part of that check, the contents of the root file system are searched within the altroot to ensure there isn't anything missing.
