Move settings of password phrase rules from ICHPWX11-exit to RACF SETROPTS

Today we use the Exit ICHPWX11 to manage our rules for RACF Password Phrases (e.g. length of Password Phrase, valid Characters). Unfortunately the exit is not supported by IBM. A sample is delivered with SYS1.SAMPLIB, but the most current version is on GitHub. 

For security and compliance reasons it is not acceptable to download source code from the internet which is used every time a password phrase is to be changed. Furthermore if there is a problem there is no way to get support. We have had problems with that exit in the past. 

We believe that the rules for password phrases should be manageble by racf the same way as we manage password rules today, e.g. SETROPTS.

    If RACF were to support that officially would that satisfy you requirement ?

    It is concerning that such a crucial authentication process in a leading security system relies on third-party code from public sources like GitHub. This approach raises questions about whether it aligns with IBM’s standards for secure and supported enterprise software products and with recognized compliance requirements expected for such systems.

    Fully supported! We are also obliged to use contracted and supported software within our mainframe environment. At this central point of mainframe security it should be part of the main RACF software supported by IBM and securely integrated into the management GUI of the product. In order to support different security requirements for password complexity (technical users, admin users, normal users... etc.) it should be possible to apply different rules for different default groups.
