RACF to use SYS1.RACFDB ( read only) and User.racfdb (R/W)

I use zD&T( or zPDT) to provide my z/OS system. Every 6 months there is an updated version of ADCD (turn key z/OS solution) available with new catalog, and new RACF database etc. To migrate to this I have to find all the changes I made to my current RACF database, run various tools to create the RACF commands then add to the new RACFDB. This takes about a week.
If RACF supported an IBM or SYS1.RACF database with the definitions for all of the configured products, (read only) and a user.racfb then all the changes I make are in the user.RACFDB, and it is easy to migrate to the next version. .. I just put my user.racfb in the RACF proc started task JCL.
