DFSMSrmm VRSEL and EXPROC specify system id to only process volumes created on that system

Currently in a non fully shared catalog environment in a RMMPlex and CATSYNCH is not setup, and have a WHILECATLG=YES VRS assigned, if you were to run VRSEL on a system where the catalog is not available/not connected, catalog lookup SVC26 will not find a catalog entry and mark the catalog status for the tape data set as NO.

This can lead to premature scratching of the tape. We know that there is a CATSYNCH option that can be used by using CATSYSID(sysid_list), this requires a clean catalog environment and that may not be always possible and therefore, customer may choose not to use CATSYNCH.

To avoid this type of issue, VRSEL can be enhanced to include systemid/sysid via //SYSIN DD, where you can specify for example VRSEL SYSID(Lpar1), meaning only process volumes that were created by Lpar1. This way you can run VRSEL on each system in RMMPlex and each system would process its own volumes.

Similarly you can do the same for EXPROC, especially for RM=EXPDT and using WHILECATLG=ON/ONLY, where you can run into same situation as described above where you are not in a fully shared catalog environment and CATSYNCH is not setup, and the catalog may not be connected, EXPROC like VRSEL would think that the data set is not cataloged during catalog lookup/svc26.
