List keyrings associated with all users

Currently, RACF has limitation to only be able to list keyrings or certificates based on single user ID or Certauth or SITE.
Why its useful? Listing all keyrings or certificates will provide at glance if any keyrings are empty or have keyrings with no personal certificates in it. For certificates helps identify any self signed certificates in prod for non compliance. Very useful to automate this for cleanup process or maintainence.

Current method of creating clist of every single user and then running RACDCERT on every ID in DB is not very efficient. Other method provided to us to unload RACF DB and find the keyring info is also not recomended for batch automation.

ACF2 has similar CMD to list all profiles in certificates and keyrings L like(-) option to list all keyrings or certificates
