LE library routines stack storage should not be initializzed

We are using LE runtime option:

STORAGE(00,NONE,00,0)

We are not able to change this.

This imposes a huge overhead in the LE library routines like the jsonGetValue().

As these routines do not rely on LE initialization of stack storage option, we want LE to bypass initialization for these routines regardless of the STORAGE runtime option.

This could be implemented regardless of runtime options, or be a new option (or sub-option on the STORAGE option) that request to bypass the initialization for these routines.
