SRB. Allow user initiation of System Recovery Boost within an hour of IPL to avoid SRB period being burned performing systems checks.

Quite often there are manual systems health checks after an IPL - emergency or otherwise - before systems are handed back to the business and productive workloads are restarted. By the time system checks are compete, most of the system recovery period may have expired while the LPAR in question is essentially idle. SRB is supposed to assist the business affected by an IPL to catch-up with itself. It would be useful for the Systems' Programmers or Operators to define when the 1 hour SRB period starts - ie when productive workload is restarted.
