Enable copy of TKDS keystore in ICSF virtual storage to be dynamically refreshed

With reference to the case that I raised recently, TS021044974, I was advised by IBM that TKDS keystore in ICSF virtual storage can only be refreshed from TKDS VSAM by shutting down and restart ICSF started task. There is no option from an ICSF administration panel for dynamically refreshing copy of TKDS in ICSF virtual storage.  

At our site, as there are many ICSF-dependent applications that use operational keys stored in CKDS and PKDS or powerful cipher suites (eg. GCM, ECDHE,...) that require ICSF up and running at all times for many short TLS secure connections, we cannot afford to shut down and restart ICSF if there is a need to refresh TKDS in the virtual storage (e.g. restoring back-up version of TKDS, or refreshing corrupted copy of TKDS in the virtual storage).

So, it will be great if you can include the option for refreshing TKDS via option 2.3 "ICSF - TKDS Management" panel.
