OAM should be fully initialized before issuing CBR3660A

In a disaster recovery test scenario when tape resources is less compared to the production environment, CBR3660A indicates threshold is breached, System Automation cannot use CBR3660A because it is issued before OAM is fully initialized.

    The CBR3660A message can be issued within and outside of the OAM address space based on job processing. When the OAM address space initializes, each library goes through initialization processing and if that library is below scratch threshold, and a CBR3660A message does not already exist for that library, the CBR3660A message is issued. Since the case was recently updated, and an alternate solution was put in place by the client, we have no plans to change how this message gets issues. If you continue to have an issue in this area, please re-open this requirement.
