Make the RECOVER BACKUP function with zOSMF Plugin for zOS Change Tracker the same as the ISPF function when the "recovery" dataset does not exist

The RECOVER BACKUP function with zOSMF Plugin for zOS Change Tracker does not behave he same as the ISPF function when the "recovery" dataset does not exist. With the ISPF function, there is a naming standard that the RECOVERY dataset gets allocated with as per the manual -

The recovery PDS has a name in the following form:
IBMUSER.RECOVERY.CYG13208.T2218370

The first two nodes are the user's ID and the word RECOVERY. The third and fourth nodes are a date stamp in the form CYGYYDDD and a timestamp.

The zOSMF Plugin for zOS Change Tracker does not behave the same and assumes that the recovery dataset already exists. Also the text displayed in the recovery dialogue in zOSMF is very confusing and misleading
