Allow read-only access in the network configuration assistant

The NCA plugin allows for collaborative access to the Policy Agent policies, but only allows one user access at a time. It is quite common for someone to open it and leave the browser tab open, holiding the lock. When another user tries to access it, you are presented with the option of canceling or destroying the other user's session. Sometimes, all that is needed is to look at the policy, but that is blocked. A 'proceed in read-only' option would be ideal for this case. For the case of editing, ideally you contact the other user and ask them to get out if they are not updating. However, often the other user is in another time zone and may be offline. In this case, it would be good for the dialog to indicate how recently the last activity was by the lockholder. This may not be possible, but the read only mode is the higher priority.
