Enable dynamic certificate selection in z/OSMF (Liberty) without requiring a static KeyAlias in server_override.xml

z/OSMF with Zowe and JWTs requires a fixed KeyAlias in server_override.xml. In many environments, certificate labels change with each renewal due to internal PKI policies. This forces administrators to manually update the KeyAlias after each certificate rotation. With TLS/SSL certificate validity moving toward 47‑day lifetimes, renewals will become much more frequent. For organizations running many z/OSMF instances, this creates significant operational overhead.

Request:
Add support for dynamic certificate selection in z/OSMF/Liberty so that the server does not depend on a hardcoded KeyAlias. Possible approaches include using the default certificate on the key ring, selecting certificates based on a label prefix, or always choosing the newest valid certificate.

Impact:
This reduces repetitive configuration updates across large multi-system deployments, avoids continuous change requests, and helps organizations scale as certificate validity periods shorten.

Our organisation is moving in the industry direction and will be at 47 day key rotation in a little over a year from now.  Current validity of certifications is approximately 1 year.  We will drop to 180 days validity two months from now.  This Idea is paramount for our organisation as there is no interest in using automation to rename an existing certificate in the ESM first and next write the new certificate with an standard name for the application.  There are over 40 zOSMF instances maintained in our organisation.
