Ability to create a User ID enabled for Enhanced PassTickets with no password and not subject to revoke logic

We request an enhancement to RACF to allow a user ID enabled for Enhanced PassTickets to operate without a password and without being subject to revoke logic. Our solution relies on a PassTicket‑only technical ID to authenticate storage management operations without storing a static password, but RACF currently requires a password that cannot be protected, making the ID vulnerable to accidental lockouts from failed password attempts. We are asking for an option similar to a PROTECTED user—no password and no revoke counter—while still supporting Enhanced PassTicket keys, ensuring secure and uninterrupted operation.

    Protected RACF user IDs are intentionally restricted from any authentication method that relies on password?based revoke counters?including passwords, password phrases, and PassTickets. These mechanisms depend on incrementing a revoke count to guard against unlimited guessing attempts by unauthenticated users. Because protected IDs have no revoke counter, enabling these methods would remove this safeguard.
    Protected IDs can still be safely authenticated through key?based methods that do not depend on revoke counters, such as Identity Tokens or Digital Certificates, provided the consuming applications support these mechanisms.
