64bit version of USRHDLR

More clients are moving to 64bit these days and have complex multi language calls; and sometimes they need to register their own user condition handler. In 31bit, this is possible using USRHDLR:

However, this works only for 31bit. We need a 64bit equivalent of USRHDLR.
