Add Extended key usage parameter to RACDCERT GENCERT command

TLS v1.3 needs clientAuth/serverAuth/any parameter in digital certificate's extended key usage used to, but RACDCERT GENCERT command doesn't have this attribute, and you have to generate this certificate outside of z/OS and then import it.

    This increases operational complexity, exposes private keys to non‑mainframe environments, and disrupts end‑to‑end automation.

    Enhancement Request:
    Enable RACDCERT GENCERT to include an EKU parameter (e.g., EKU(serverAuth), EKU(clientAuth), or custom OID values). This would allow organizations to generate fully TLS 1.3‑compliant certificates directly within RACF, improving security, simplifying certificate lifecycle management, and facilitating TLS 1.3 adoption across AT‑TLS, MQ, Db2, and other IBM components.

    This enhancement aligns with IBM’s own TLS 1.3 requirements and would significantly improve operational efficiency and security in z/OS environments.
