Enhance Shell CP utility to create immutable load module copies

The z/OS UNIX CP command when copying a load module from a data set to a data set does not create an immutable copy. The resulting copy differs from the original source load module which can be seen using SuperC, this is because cp calls the binder on each copy. This behavior does not occur when using IEBCOPY to make a copy, the result with IEBCOPY ends up immutable. Please consider supporting immutable copies, it is critical that copies be identical to source load modules.
