RACF: Enforce SMF Type 80 Logging for Every ACEE Creation

Problem Statement

RACROUTE REQUEST=VERIFY allows calling applications to suppress RACF SMF logging via STAT=NO or LOG=NONE, meaning security administrators cannot guarantee every authentication event is recorded. The RACF Auditor's Guide itself warns that LAST-ACCESS date cannot be relied upon as proof of authentication. This creates an audit gap incompatible with modern compliance frameworks (SOC 2, PCI DSS, ISO 27001, government security standards).

What is required is a guaranteed SMF record for every RACINIT, that is, every ACEE creation, regardless of authentication method (password, MFA, PassTicket, SSH key, surrogate). Capture of the authentication method in the record would be a valuable bonus.

Request

Provide a SETROPTS-level global option that enforces an SMF type 80 record for every RACROUTE REQUEST=VERIFY ENVIR=CREATE call, unconditionally overriding any STAT=, LOG=, or SESSION= values set by the calling application. The option should be SPECIAL-controlled, auditable (changes logged in SMF), and documented in both the Administrator's and Auditor's Guides.
