Improve Initial RACF installation procedures

While performing an initial installation of z/VM V7.4 with RACF, the IBMUSER id is used for initial logon.  If the CP Directory has an ACIGROUP entry for IBMUSER that is not SYS1, the initial logon fails after password change, since IBMUSER's ACIGROUP entry is not SYS1.

There are several ways to handle this:

1) Have RACF not look at the ACIGROUP entry in the CP Directory for the initial group setting (since IBMUSER is in the initialized RACF dataset).

2) Update the RACF Program Directory to note that iif using ACIGROUP statements in the USER Directory (to setup groups for you at initial security database seedings) must have an ACIGROUP setting of SYS1 for USER IBMUSER.

3) Update the IBM-supplied User Directory to have ACIGROUP SYS1 in the USER IBMUSER entry (note that ACIGROUP is included in many IBM-supplied entries).
