Increase the SET LKFAC limit above 250 users for use by guest operating systems (TPF)

Increase the MPLF virtual DASD locking limit above the 250 user limit using SET LKFAC.

In 1998 the LKFAC limit was increased from 64 users to 250 users (VM61408). One of the reasons for this increase was to allow more TPF guests to run LKFAC to support loosely coupled systems environment testing.

After almost 30 years and a huge increase in the size and power of IBM processors, we are finding this limit restrictive to our TPF test environment running under z/VM. We routinely run 300+ TPF guest and, as we migrate our production TPF to loosely coupled, we would like to have this limit increased.
