Remove CSR requirement to install certificates on Z HMC

No other IBM HMC's (DISK or TAPE) require the generation of a CSR to then allow the install of a CA signed Certificate. Clients have their own tools for generating CA signed certs so a CSR should not be required but should only be optional.
