Provide an ISPF PANEL VER type of PATH

With the growth of files in USS and ISPF dialogs that can work with them, there needs to be an ISPF Panel verification option to verify the PATH in the same way that DSNAME can be verified.

add su logging to TSO 3.4 and TSO 3.17
