Change Timezone zoneid from 3 to 5 characters

The timezone field in SYSTEM CONFIG statements TIMEZONE_DEFINITION and TIMEZONE_BOUNDARY and the CP QUERY TIME command allow 3 characters. Official timezones abbreviations use 1, 3, 4 & 5 characters.
