Provide method to determine how many drawers are installed in a z16 CEC. (Or future CECs)

We use BCPii interfaces to create dashboard concerning our CEC environments. It would be nice to have all data concerning a CEC be accessible. In particular we would like to be able to tell how many drawers are in a CEC. (MAXxx type info).

Add filtering for the HMC/HMA hardware messages to drop the red-herrings

Right now, on a busy IPL night, we can miss legitimate error messages on the HMC because of the flurry of "logical partition mode events" and "disabled wait...0a2" messages. If we could filter out which messages hit the HMC hardware messages state...
