Using DSFS to delete PDSE member generation uses wrong STOW

Using DSFS to delete a pdse member with member generations incorrectly uses the STOW type D instead of DG. Thus deleting the base member while leaving all member generations as orphans.

DSFS CreateParm should NOT require a previous allocation under secondary qualifiers

When using the dsadm createparm the -path requires that at least one dataset already be allocated under the provided hlq. Other than the 1st qualifier, that should not be required.

Add DSFS DeleteParm to remove obsolete HLQ's

Since Delete is out of scope for the CreateParm then please create a DeleteParm, or something, that can be used to remove obsolete HLQ's defined via CreateParm.

dsfs ls -al should display file size for sequential files

When displaying a list of files using the ll -al command while in /dsfs/txt/hlq the files have a length of 0 or 1 (I'm sure why). This applies to both dsorg(ps) and members of a dsorg(po). The size is accurate once the file, or member, is displayed.
