Allow a custom threshold to start additional servants

Customer has an Application Server configured with a mininum of 10 and maximum of 20 servants. Each servant is configured with the workload profile as "CUSTOM" and the variable server_region_custom_thread_count=200, witch give us a minimum total of 2000 threads (200 each servant).

Customer would like to have a parameter in order to start the additional servants before all the threads are busy. So they can be fully started before we begin to see some queue in the WLM Queue.

    The idea presented here sounds interesting and has been discussed thoroughly by the development team. However, in order to work fully interoperable with the current design of WLM, fundamental changes to this proposal would be necessary. Not many customers are expected to gain advantage of such a changed WLM design, so the idea is unlikely to be given high enough priority to be placed into the product plan.
