If only one CTG instance in a Sysplex and its health is zero, Sysplex Distributor should't send work to this CTG instance

CTG daemon health is used by Sysplex Distributor in order to make a decision about to send requests to a particular CTG instance in a Parallel Sysplex scenery. If there are n CTG instances, each one on one of n LPARs, SD doesn't send requests to the LPAR with a CTG with zero of health. But if there is only one LPAR with a CTG instance, SD sends work to this CTG despite its health. Customer wants SD doesn't send any request to a CTG with health zero even if this is the only CTG in the Sysplex, in order not to load this CTG and LPAR with improductive work.
