WTOR with REPRO NOMERGECAT confirming that NOMERGECAT is intended and informational msg that target catalog needs to be used

When using REPRO NOMERGECAT a WTOR should be issued
asking the client if he really wants to run the NOMERGECAT and if the answer is yes, issuing a message that you must use the target catalog after the nomergecat.
