Safer config online No.2

BTMU has requested for a new config online function regarding FICON Channel which allows to access UCBs by way of healthy channels other than the CHPID which is performing a config online command.
The detail is as follows.

While a CHPID is performing a config online,
if there are healthy channel paths other than the CHPID which is performing a config online command,
We hope the new config online command alllows to access UCBs defined under the CHPID by using healthy channel paths other than the CHPID which is performing a config online command.
Because while a CHPID is performing a config online command, all of UCBs defined under the CHPID can not be accessed.
As a result of inspection in PMR, while a CHPID ONLINE command is performing, UCB level is set to High, so the CHPID is not allowed to access.

    This should be covered by the Safer Config Online support requested by requirement number #74838. When a CHPID is brought back online, a single device will be chosen for each physical path (chpid.link) and the path will be brought online to that device. I/Os will be driven down that path by the system for a short period of time to ensure that it is functional. The I/Os used by the system to bring the path online and to test the path will use very low timeout values (1 second) to minimize the impact to application I/O, which will be allowed to use the other paths while the path being recovered is being brought online. If a timeout occurs for the path being recovered, it will not be brought online.
