(Dynamic) Recalculation of JQE blocks when SPOOLNUM is increased to avoid increase of BERT resources.

Addition of several new spool volumes to a JES2 MAS unexpectedly increased the usage of BERT resources. In our case, this caused a critical BERT resource shortage.

JES2 was last cold started in the year 1997. Therefor the calculated JQE block probably uses a value of SPOOLNUM that was practical in that year.

We believe this could have been avoided if either JES2 dynamically recalculates JQE blocks at SPOOLNUM increase. OR that JES2 issues an message at SPOOLNUM increase, warning the system programmer that JES2 is forced to use BERT resources due to insufficient space in JQE blocks.
