WLM Policy Update in Batch

Currently with GDPS and 4-Site technology, we have 2 complete sets of Sysplex CDS datasets for our out of region testing. We currently after testing, run jobs to re-init/re-write datasets/policies for XCF, CFRM, SFM, ARM CDS datasets, but there is no way to ensure we have the latest WLM policy staged, as there is no way to write/create without having an active LPAR. This has caused issues because default policies are loaded and have to wait for the user to write the required policy to CDS dataset.
