Support to use CICS-ICSF Attachment Facility from C/C++ linkage

the CICS-ICSF Attachment Facility ca not be utilized when invoking ISCF API's via C linkage or 64 bit assembler stubs. The CICS-ICSF Attachment Facility can ONLY be utilized by 31 bit assembler stubs.

We request support to use CICS-ICSF Attachment Facility when invoking ICSF API's via C/C++ linkage.
