Change Context Services cell pool to use a cell pool type that can be contracted

Due to extraordinary MQ transaction activity, a dump shows over 37k inflight URs and common storage fragmented by numerous Context Services CIE and CNTX control blocks. These CIE and CNTX blocks are managed by CPOOL and do not get contracted. When this occurs, the fragmented storage causes storage growth and requires an IPL to return to normal operating levels.

The large number of concurently active RRS transactions also generates a health check, RRS_STORAGE_NUMTRANSBLKS.

Using contractible cell pools will allow the storage usage in common associated with CIE and CNTX cell pools to be reclaimed after spikes in transaction activity.
